Free school breakfast plan announced by Labour Party

According to the BBC, every primary school child in England will have access to a free breakfast under plans unveiled by the Labour Party.
It reported Labour's education spokesperson Bridget Phillipson as saying that breakfast clubs across England would be funded by returning the top rate of income tax to 45%, if Labour wins the next General Election, due in January 2025.
Phillipson was quoted as saying breakfast clubs would be the ‘first step on the road to a modern childcare system’.
In Wales local authority-run primary schools already provide free breakfast for pupils.
